When President Obama signed the Credit Card Accountability Responsibility and Disclosure Act of 2009 into law last May, he kicked up a dust storm in the payments industry that has only begun to settle. In the prepaid business, the CARD Act’s main focus was on gift cards, however, the entire industry is facing repercussions from the law and the provisions of the rules written by the Federal Reserve.
