Do State Payroll Card Laws Help or Hurt the Unbanked?

Have states’ rules on wage payments gone too far imposing overly burdensome regulations?
Some state governments believe they are assisting workers who cannot afford fees associated with payroll cards or ensuring that workers are not being underpaid with payroll cards. However, with 48% of payroll cardholders making over $100,000 annual income, these measures are making employers and payroll card providers subsidize many who do not need the assistance.
